Update: Nick ( Zoning ) emailed me back and stated for the constituent to call his office directly. Will follow up w/ the Resident.

Resident called Zoning and an inspector is going out to the property to take photos. Resident was already given the fee he has to pay for the repainted of his driveway. Case closed.
