The property appears to be vacant but the caller wasn't really sure. There is open garbage bags piled behind the gate, they have been there for quite a while and never put out for collection. Rats are eating from the bags. Also on top of the bags is a load of trash and garbage. The current heat is making this a very bad and odor causing problem for the area residents.
