Twice this week (around 6pm) walking on Columbus between Grove and Barrow (north side) I have witnessed public urination. This area is also consistently dirty, littered with broken bottles, empty cans and piles of cigarette butts.

I will send the proper Auth. In regards to public urination I suggest that you call the police when this happens in open field.
