As per the inquiry below concerning allowing a Right Turn on Red at the base of the Ramps from Rt 139 Lower and JFK Blvd at Tonnelle Circle, this would not work as the right turn movement is a double lane right turn. A double right requires a dedicated movement or vehicles would conflict with the thru traffic. As the thru traffic is coming around the bend with sight restrictions this would be problematic. The issue here is the vey complicated signal timing for the circle intersection. We will have traffic engineers re-review the timings and see if any improvements can be made with this movement without adverse impact to the other movements.
